We are pleased to announce that Cary B. Vargo has been promoted to Chief Executive Officer of ARRO Consulting, Inc. In his new role, Cary will be responsible for the oversight and management of all facets of ARRO’s business.
Joining ARRO in November 2019 as Director of Innovation and Business Services, Cary quickly gained respect from staff through his promotion of teamwork and innovative thinking. “After just five months, I have no doubt that Cary is the man for the job” stated outgoing CEO and current Chairman of ARRO, G. Matthew Brown, P.E., DEE. “Cary brings an energy, drive, and passion for quality that will continue to move ARRO forward successfully. From his many years serving in the public sector, Cary takes a servant leadership approach to management, and truly understands that we are in the people business; he shows respect and appreciation towards everyone with whom he works. With Cary’s addition to our senior management team, I have the utmost confidence in ARRO’s ability to thrive.”

Cary has over thirty-two years of experience in government management, law enforcement, crisis management, crisis communications, emergency management, and pre-hospital emergency medical care. He has a strong background in organizational efficiency, budgeting and finance, labor relations, and communications. Cary earned his B.S. in Public Administration with a Minor in Speech Communications- Public Relations from Kutztown University of Pennsylvania and his M.A in Public Administration with a certificate in City Management from Villanova University. He also earned his A.A.S degree in Criminal Justice and Law Enforcement Administration from Reading Area Community College.
Prior to joining the ARRO team, Cary spent the past twelve years serving as a township manager in Chester County, four of which he also served as the Executive Director for the Chester County Association of Township Officials. Cary is a member of the International City/County Management Association (ICMA), the Association for Pennsylvania Municipal Management (APMM), and the National Public Employers Labor Relations Association (NPELRA). Cary formerly served on the Chester County Tax Collection Executive Committee, the Delaware Valley Health Trust Executive Committee, and the Chester County Managers Consortium Executive Committee.
